What Are Executive Condominiums (ECs)? A Feng Shui Perspective

Executive Condominiums, commonly known as ECs, are a unique type of housing found in Singapore. They look and function much like private condominiums, with facilities such as swimming pools, gyms, function rooms, security and landscaped grounds, but they begin their life under a different set of ownership and eligibility rules.


For many Singaporean families, an EC can be seen as a bridge between public and private housing. But from a Feng Shui perspective, there is another interesting way to look at ECs.


An EC is not simply defined by whether it is "public" or "private". When assessing the Feng Shui of a home, I am more interested in when the development was completed, its orientation, the surrounding landforms, where the unit is located within the development, and how the individual unit receives Qi.


This means that two ECs that appear very similar from a property perspective can have very different Feng Shui characteristics.



What Exactly Is an Executive Condominium?

ECs are built and sold by private property developers and generally offer the facilities and lifestyle associated with private condominiums. However, buyers of new ECs must satisfy eligibility requirements set by HDB, including requirements relating to citizenship, family nucleus, income and property ownership.


Traditionally, EC owners have also been subject to a Minimum Occupation Period before being able to sell their property on the open market.


An important point for buyers today is that EC rules are evolving. For EC projects where the land sales tender closed on or after 8 May 2026, the Minimum Occupation Period is 10 years from TOP, instead of the 5-year MOP applicable to earlier projects.


Therefore, buyers should always check the latest HDB regulations rather than assume that the rules applying to an older EC will apply to a newly launched EC.

From the Feng Shui point of view, however, the classification of the property is only one part of the story.



Why Does the TOP Year Matter in Feng Shui?

This is where ECs become particularly interesting.


In San Yuan Feng Shui (三元风水), time is divided into different periods known as Yun 运. Each period lasts approximately 20 years.


The EC developments that we see in Singapore today stretch across three important periods:

Period 7 七运: 1984–2003

Period 8 八运: 2004–2023

Period 9 九运: 2024–2043


As Singapore's earliest ECs were completed in the late 1990s, we now have EC developments belonging to Period 7, Period 8 and the current Period 9.

This does not mean that every EC completed within the same period has identical Feng Shui.


The period is only the starting point.


The actual Feng Shui assessment must still consider the building's facing, sitting direction, surrounding roads, water, buildings, terrain, entrances and the position of the individual unit. Different Feng Shui schools may also establish or change a property's period according to their respective methods, so TOP should be treated as an important reference rather than the only factor.



Period 7 ECs: The First Generation

Many of Singapore's earliest ECs were completed between 1999 and 2003.

Examples include Eastvale, Westmere, Simei Green, Pinevale, The Florida, The Rivervale, Bishan Loft and Lilydale.


These developments belong to an earlier generation of Singapore housing and were completed during Period 7.


Some buyers may automatically assume that an older Feng Shui period means poorer Feng Shui. This is not necessarily true.


An older property can still possess very good external landform and favourable unit orientation. Conversely, a brand-new development can have beautiful facilities and modern architecture but a unit that receives Qi poorly.


In Feng Shui, newer does not automatically mean better.



Period 8 ECs: The Largest Generation

From 2004 to 2023, Singapore saw a much larger number of EC developments.

Projects such as Nuovo, Park Green, Whitewater, The Quintet, La Casa, Esparina Residences, The Canopy, Twin Waterfalls, Citylife @ Tampines, The Brownstone, Sol Acres, Hundred Palms Residences and Piermont Grand fall within this broad Period 8 generation.


Many ECs currently available in the resale market therefore belong to Period 8.

Since we entered Period 9 in 2024, people sometimes ask me:


"Does this mean a Period 8 house is no longer good?"


The answer is no.


A change of Feng Shui period does not suddenly make every older property bad.

The more useful question is whether the property's existing Feng Shui configuration continues to work well under the present environment and whether the house is suitable for the people staying there.


This is why I do not recommend choosing a property based purely on its period.



Period 9 ECs: A New Generation Begins

We entered Period 9 九运 in 2024.

Interestingly, several EC developments received their TOP around this transition.

Among the first ECs completed in Period 9 are Ola, Parc Greenwich, Provence Residence and Parc Central Residences, all of which received TOP in 2024.

They were followed by developments such as Copen Grand, North Gaia and Tenet in 2025, and Altura and Lumina Grand in 2026.


For Feng Shui practitioners, these developments are particularly interesting because they represent a new generation of residential properties completed during Period 9.


But once again, being a Period 9 development does not automatically make a property auspicious.


Period 9 is not a guarantee of good Feng Shui.


The direction and environment still matter.

So, Is a Newer EC Better in Feng Shui?


Not necessarily.


When selecting an EC, I would normally look beyond the project's age and TOP year.

I would first study the external environment. Where are the roads? Where does the movement of Qi come from? Are there major buildings, open spaces, water features or other environmental formations influencing the development?


Next comes the development itself. Different blocks within the same EC can have very different orientations and surroundings.


After that, we examine the individual unit. Two units within the same block can differ because of their floor level, facing, internal layout, balcony position, main entrance and relationship with neighbouring structures.


Finally, there is the human factor.


A house should ultimately support the people living inside it. This is where I combine the Feng Shui of the property with the BaZi of the family members.



Heaven, People and Place

I often explain Feng Shui using the principle of Heaven, People and Place — 天、人、地.


Heaven 天 represents timing. The Feng Shui period and changing cycles of time form part of this.


Place 地 represents the physical environment — the land, building, direction, roads, water, surrounding structures and internal layout.


People 人 represents the occupants themselves — their BaZi, lifestyle, decisions and how they use the space.


A property's TOP year can tell us something about Heaven, but it cannot tell us the entire story.


To understand whether an EC is truly suitable for a family, we need to bring all three together.



Choosing an EC: Property Value and Feng Shui Are Different Questions

When purchasing an EC, buyers naturally consider price, location, MRT accessibility, schools, facilities, remaining lease and future resale potential.


These are important considerations.


Feng Shui answers a different question:


Does this particular home support the people who are going to live in it?


A popular EC may not necessarily contain the best unit for your family. Likewise, an older or less fashionable development may contain a unit with excellent Feng Shui.

This is why, when I conduct Feng Shui house selection, I prefer to assess the actual development, block, stack, facing and occupants, rather than simply recommending a condominium by name.


The name of the EC tells us where to start.


The TOP year tells us its generation.


But the actual house tells us the Feng Shui.
